The most prominent challenge in this industry is the grim situation of transportation safety. To promote and improve the level of production safety in the industry, competent transportation authorities have successively formulated the regulatory requirements of Five Prohibitions and Two Guarantees. Nevertheless, such regulations are difficult to exert normative effects in actual transportation processes without the support of information systems.
In the early stage of the informatization development of the industry, the integrated monitoring information system for the aforesaid vehicles only realized the real-time tracking of vehicle positions, as well as the alarm for evidence collection and behavioral intervention against violations including speeding, overloading, overcrowding and fatigued driving (collectively referred to as Three Overs and One Fatigue). With the advancement of technology and the in-depth application in the industry, the functions of the information system have been gradually enriched. An integrated monitoring system has been developed, primarily based on vehicle GNSS data and video surveillance of the on-board environment, supplemented by the monitoring of driving behaviors and vehicle working conditions. This system can fully monitor all the requirements specified in the Five Prohibitions and Two Guarantees. Transportation enterprises and competent transportation authorities are thus able to effectively conduct supervision and intervention in the transportation process, providing a solid safeguard for traffic safety.
